According to the Disney Parks Blog the official ground breaking for the project has already happened and to celebrate released two images of a 1/4 inch dimensional model showcasing the entire 2013 Fantasyland project, including the updated Dumbo mini-land.

The second model image is an aerial view around the Dumbo mini-land which includes the current Barnstormer roller coaster. The big difference is the barn the coaster crashes though is not present, furthering the rumor the coaster will be re-themed to involve clowns instead of Goofy’s crop-duster.
